The Navan Electoral Area has twelve electoral divisions; Ardbraccan, Ardmulchan, Bective, Castletown, Clonmacduff, Domhnach Phádraig, Kentstown, Navan Rural, Rathfeigh, Rathkenny, Skreen, Tara. The area has a population of 39,519 (2006) census and elects 7 members to the Meath County Council.
Separately, Navan Town also elects 9 members to Navan Town Council.
Cllr Joe Reilly is considered one of the most experienced and hard working councillors in the town by constituents, political opponents and council staff alike. Joe has also represented Sinn Féin at general elections securing over 6,000 votes, the highest vote for Sinn Féin in Meath since the 1920s.
Joe, a native of the Commons Road, Navan now lives in Bohermeen. Educated in Scoil Mhuire and the Vocational School he joined Sinn Fein in 1970. Joe was elected to Navan Town Council in 1994 and to Meath County Council in 1999. He was re-elected to both Navan Town Council and Meath County Council ever since.
Cllr Joe Reilly is the archetypal strong community activist on which much of Sinn Féin’s recent growth has been built on over the last number of years. Joe is a member of the board of Directors of a large number of community and business organisations such as, Solstice Arts Centre, Navan Community and Development Organisation (Navan CDP) Navan Childcare Ltd, NTW, Meath Youth Federation, Navan Enterprise Centre, Meath VEC and Navan Leisure Link.
He is also a very active member of the North East Regional Health Forum, the Planning and Economic Development Strategic Policy Committee of Meath Co Council, Navan Town Council Representative to AMAI and the Knockarley Community Group Kentstown.
Cllr Joe Reilly has also helped to found and support groups such as, Navan Active Retirement Group, Chogherboy Community Council, Meath Artists Association, Féile na bPáistí, Support Navan Hospital Campaign Group and Navan Career Start.
Joe has held numerous leadership positions within Sinn Féin most notably as a negotiator during the Good Friday Agreement. Recently he has been appointed as the Cathaoirleach of a number of committees on the Economy, the New Irish and Climate Change.

Cllr Peadar Tóibín, a native of Bridge St, Navan, is the son of well known garage proprietor Jack Tobin and former Banba Hall Naoinra teacher Bean Tóibín. Peadar has a degree in Economics and Politics from University College Dublin and Postgraduate in Enterprise from the Michael Smurfitt School of Business. Cllr Tóibín is a self employed Management Consultant and the founder of the Navan based firm réalt* Consulting. Peadar has over 5 years experience working with small to medium sized enterprise on behalf of County Enterprise Boards through out the country, Scottish Enterprise, InterTradeIreland and Border Innovation Gateway. Peadar has worked as a “Recognised Teacher” with Queen’s University Belfast and is currently a director on the board of Meath Tourism. Cllr Tóibín is also the Leas Cathaoirleach of Conradh na Gaeilge, An Uaimh. Peadar was co-opted to Navan Town Council in November 2007 and since then has made a major impact in the town. He is the co-author of Sinn Féin’s detailed ‘Developing Navan’ an economic submission made by the party as part of the Council’s 5 years development plan. Earlier this year Peadar also met with Chinese business leaders on a recent trip to Shanghai in an effort to increase business and enterprise ties between the two regions. In an effort to combat Anti Social Behaviour Peadar tabled and passed the ‘Alcohol Tracing System’ motion at council level. This system is designed to allow An Gardaí to trace alcohol found in the ownership of juveniles back to the offending off licences. As part of his Meath Tourism work Peadar proposed the opening up of a complete Boyne walk in order to create tourism jobs and income in the county. Peadar tabled and passed a motion calling for all new roads being built in Navan to have cycle lanes installed from the start and for Sustainable Energy Ireland to Audit Council buildings. Peadar also tabled and passed a motion calling for Irish language names to be given to all new residential developments within the town. Peadar has also successfully set up numerous Residents Associations throughout the town in order to help represent the needs of all in Navan and holding the council to account.

Antoinette Rooney is a mother of three children, a wife, a business woman and a life long republican. She is also the newest addition to the Sinn Féin team for Navan Town.
Antoinette like a large proportion of Navan’s current population, moved to the town from Dublin to buy a house and raise a family. She chose Navan partially because her family originates from the town. As a result she is well placed to understand the scale of the challenges being faced by all the town’s residents both old and new. In response to years of FFs promotion of developers interests Antoinette has made it her aim to put the community at the centre of all new planning and development within the town.
She has played a vigorous part in the promotion of a strong and vibrant community in the Johnstown and Athlumney community for over 7 years. Indeed during this time she has helped set up Residents Associations. She has campaigned for the soon to be installed Bus Lay Bys and Pedestrian Crossings in the area. Antoinette Rooney has also been pivotal in the Sinn Féin campaign for a sub Post Office, a sub Garda Station, a Playground and a Community Centre for the Johnstown and Athlumney areas.
Antoinette’s strong sense of social justice has also led her to work for the development of the charity sector. She has been involved in fundraising for charities such as Down Syndrome Ireland, Rutland Drug Rehabilitation Centre and The Women’s Refuge. Antoinette is also the chief organiser of this year’s fundraiser for Aware in Navan.
When not immersed in community politics Antoinette works as a home maker raising her 3 three children. She also works as in Business Development Manager for the family Security and Alarm business.
